Kathy's father James Fulton made billboards accusing Page of the murder and is the inspiration for Oscar favorite film Three Billboards Outside Ebbing, Missouri. 
The mother-of-two's family believe her estranged husband Steve Page, now 61, is behind her death and blame the local police department for 'botching' the case.
